面向实施的旅游城市教育设施专项规划策略——以三亚市为例

摘要
教育设施专项规划是国土空间规划体系中的重要组成部分.教育设施专项规划普遍存在实施性弱的问题,旅游城市教育设施专项规划又有其特殊性和复杂性.以三亚市为案例,在解析旅游城市人口结构和空间分布特征的基础上,深入研究面向旅游城市需求的教育设施专项规划编制和实施策略,提出了教育设施专项规划的流程及核心重点,包括"精细化"的需求预测、"地域化"的标准制定、"类型化"的政策引导、"清单化"的任务解析及"图则化"的实施指引.最后,根据不同实施主体的管理权限,分类型、分地区、分部门制定实施指引,从而形成兼具多样性、灵活性及可实施性的专项规划成果.
Abstract
Planning of educational facilities is an important part of territorial spatial planning system,which has its particularity and complexity in tourism cities.Taking Sanya as an example,based on the analysis of the population structure and spatial distribution characteristics,the formulation and implementation strategies of the planning of educational facilities in tourism cities are studied,and the process and key points of the planning of educational facilities are put forward,including"fastidious"demand forecast,"featured"standard formulation,"typed"policy guidance,"listing"task and"charting"implementation guidance.According to the management authority of different implementation subjects,the implementation guidelines are formulated by types,regions and sectors,so as to form the planning results with diversity,flexibility and implementation.
