摘要

近年来,我国通过出台居住区相关标准规范,以"生活圈"的形式将邻里中心模式融入规划编制体系.这些标准规范解决了邻里中心建什么、建多少的问题,但未能解答怎么建、怎么管的疑惑.中法武汉生态示范城通过在控规编制、要素配置及运管体系上的创新,逐步构建了涵盖规划编制全流程的社区生活圈规划建设模式,通过采取法定规划、需求清单及监管平台3大措施,尝试解决邻里中心在空间布局、要素配置、运管方法等维度的问题,形成了一套平衡需求与供给、兼顾市场化运营与公共服务供给的新建地区邻里中心规划实施方法.

Abstract

The neighborhood center model has been integrated into China's planning and preparation system in recent years through the introduction of residential area standards and norms in the form of"living circles".While these standards have addressed the issues of what and how many neighborhood centers to build,but they have not provided solutions for how to construct and manage them.The Sino-French Wuhan Ecological Demonstration City has developed a comprehensive community living circle planning and construction model that encompasses regulatory planning,element allocation,and operation and management systems.Through measures such as statutory planning,demand list,and supervision platform,it aims to address spatial layout,element allocation,operation methods,management techniques in neighborhood centers.This approach offers a new method for balancing supply and demand while considering market-oriented operation and public service supply in newly established areas.
