摘要

"无废城市"建设是推动减污降碳协同增效的重要举措,也是实现美丽中国建设目标的内在要求.长春市的固体废物种类较多、产生量较大,是生态环境部确定的"十四五"时期建设的"无废城市"之一.科学编制并实施"无废城市"建设方案,有利于加快推进固体废物减量化、资源化和无害化.基于物质流分析等方法,深入分析长春市固体废物的现状及存在的关键问题;综合问题导向和目标导向,构建"无废城市"建设三级指标体系,建立废物—责任—任务—项目"四项清单",明确长春市"无废城市"建设路径.

Abstract

The construction of"zero-waste city"is an important measure to promote the synergy of the reduction of pollution and carbon emissions,and also an inherent requirement to achieve the goal of beautiful China.There is a large quantity and a variety of solid waste in Changchun.As one of the"zero-waste cities"constructed during the period of"14th Five-Year Plan"determined by the Ministry of Ecology and Environment,the formulation and implementation of a scientific plan for"zero-waste city"construction is conducive to accelerating the reduction,recycling and harmlessness of solid waste.The method of material flow analysis is used to deeply analyze the current situation of solid waste and the existing key problems in Changchun.The three-level index system of"zero-waste city"construction is established combining problem orientation and goal orientation.The construction path of"zero-waste city"in Changchun is clearly defined by the"four lists"of waste-responsibility-task-project.It is expected to improve the governance capacity of solid waste as well as fight the tough battle against pollution deeply and build beautiful Changchun by the implementation of the plan.
