摘要
当前,各类空间治理单元在城市发展过程中普遍存在体系之间协同不足、单元体系标准缺失等问题,亟待开展空间治理单元体系研究以提升全域、全要素空间治理效能.立足公园城市高质量发展、高品质生活、高效能治理的时代要求,遵循"凝聚公园城市发展共识"的价值导向和"山水人城和谐相融新实践"的空间逻辑,构建生态单元、生产单元、生活单元、治理单元等深度融合的公园城市四级空间治理单元体系和划定标准,并以天府新区直管区为对象进行实证研究,探索城市空间治理新模式,以期为其他城市提供借鉴.
Abstract
At present,vanous types of spatial governance units generally face problems such as insufficient coordination between systems and lack of unit system standards in the process of urban development.It is urgent to carry out research on the spatial governance unit system to improve the efficiency of overall and all-factor spatial governance.Based on the era requirements of high-quality development,high-quality living,and efficient governance in park cities,following the value orientation of"consolidating consensus on park city development"and the spatial logic of"new practice of harmonious integration of mountains,rivers,and cities",a four level spatial governance unit system and delineation standards for park cities that deeply integrates ecological units,production units,living units,and governance units are constructed,and the directly managed area of Tianfu New Area is used for empirical research to explore new models of urban spatial governance,in order to provide reference for other cities.
