公园城市理念下的总部经济区规划思路与实践

摘要
面对经济发展与绿色发展协调并进的目标,解析公园城市的内涵与价值,提出公园城市理念下总部经济区规划思路,并通过成都金融总部商务区规划设计实践,提出7个维度的空间策略,探索宜人、宜居、宜业目标下彰显自然之美的现代总部经济区规划设计模式.研究结果表明,公园城市的建设核心是把自然生态、城市发展以及人的全面发展作为整体,重点解决服务人民与涵养生态及经济转型之间的矛盾;公园城市理念下的总部经济区规划应把满足人的功能需求放在首位,以绿色空间为骨架引导功能和形态布局,在公园化的生态本底上梳理和设计城市环境空间,实现生态环境资源和公共空间资源的整合及效益最大化.研究验证了公园城市在创造公共财富、营造环境活力、提升城市竞争力等方面的综合价值.
Abstract
Facing the goal of coordinating economic development and green development,the connotation and value of park city are analyzed,the planning idea of headquarters economic zone under the concept of park city and seven dimensional spatial strategies based on the practice of Chengdu financial headquarters business district planning are put forward,so as to explore the modem headquarters economic zone planning and design mode that highlights the beauty of nature under the goal of pleasant,livable and suitable for business.The research results show that the core substance of park city is to build the natural ecology,urban development and human's all-round development as a whole,focusing on solving the contradiction among serving citizens,ecology conservation and economic transformation.Under the concept of park city,headquarters economic zone planning should give priority to meeting people's functional needs,taking green space as the skeleton to guide the function and form layout,combing and designing the urban environment space based on the parklike ecological background,so as to realize the integration of ecological environment resources and public space resources and maximize the benefits.The research proves the comprehensive value of park city in creating public wealth,creating environmental vitality,and promoting the competitiveness of the city.
