经过近二十年的发展,随着《中长期铁路网规划(2004-2020)》"八纵八横"高速铁路网逐步形成,一大批以高铁客站为核心的综合交通枢纽相继建成,高铁客站建设取得了历史性成就、发生了历史性变革.大型高铁客站实现了与各种交通方式的有序衔接、与城市道路主骨架的有机协调,综合交通枢纽功能更加完善、衔接更加顺畅、运行更加高效,整体质量明显提升.新时代,推动站城深度融合既是构筑多层级、一体化综合交通枢纽体系、大力发展枢纽经济的客观要求,也是推进城市更新改造、提升城市空间承载力、完善城市核心功能、激发城市发展活力的重要途径.本文聚焦交通强国建设战略部署,结合国情及路情,系统剖析站城融合的互动机理、价值取向,研究揭示站城融合的基本内涵、融合模式,针对站城空间割裂、城市功能缺失、环境场所单调、空间利用率低等设计难题,紧密结合铁路高铁客站工程实践,提出站城融合理论方法,为破解站城发展困境、重构站城秩序,释放城市活力、谋求站城共生提供解决方案,有效地指导了新时代杭州西站、广州白云站、重庆东站等大型高铁客站的规划建设,高铁客站设计理论和方法实现了迭代升级,有力地推动了站城深度融合、协同发展.
Abstract
After nearly two decades of development,with the gradual formation of the"Eight Vertical and Eight Horizontal"high-speed railway network in the"Medium and Long-term Railway Network Plan",a large number of comprehensive transportation hubs with high-speed rail passenger stations as the core have been built one after another.The construction of high-speed rail passenger stations has achieved historic achievements and historic changes.The large-scale high-speed railway passenger station has achieved orderly connection with various transportation modes and organic coordination with the main skeleton of urban roads.The comprehensive transportation hub has more complete functions,smoother connection,more efficient operation,and significantly improved overall quality.In the new era,promoting the deep integration of stations and cities is not only an objective requirement for building a multi-level,integrated comprehensive transportation hub system and vigorously developing the hub economy,but it is also an important way to promote urban renewal and transformation,enhance urban spatial carrying capacity,improve urban core functions,and stimulate urban development vitality.Focusing on the strategic deployment of building a transportation power,and combining national conditions and road conditions,this paper systematically analyzes the interactive mechanism and value orientation of station-city integration.The research reveals the basic connotation and integration model of station-city integration.Aimed at the spatial separation of station-city,lack of urban functions,and environment,the design problems of monotonous places and low space utilization rate are closely combined with the practice of railway high-speed railway passenger station engineering,the theoretical methods of station-city integration are proposed to solve the development dilemma of station cities,reconstruct the order of station cities,and release urban vitality.Seeking symbiosis between stations and cities has provided solutions and effectively guided the planning and construction of large high-speed rail passenger stations such as Hangzhou West Railway Station,Guangzhou Baiyun Station,and Chongqing East Railway Station in the new era,the design theories and methods of high-speed rail passenger stations have achieved iterative upgrades,which has effectively promoted the deep integration and coordinated development of stations and cities.
