Computational Diplomacy:The Al-Driven Revolution in Diplomacy
In the digital age,as a result of the global digital transformation in diplomacy,computational diplomacy has emgerged as a new form of intelligent diplomacy driven by algorithms and computing power.It originated from the rapid advancement of global artificial intelligence.Unlike cyber diplomacy,new media diplomacy,and data-driven diplomacy,the core feature of computational diplomacy is the computability of the diplomatic process,emphasizing the computational capabilities of diplomacy and the capabilities'feasibility.Its essence lies in the intelligent upgrading of diplomatic tools and work patterns in the digital environment.Driven by computational diplomacy,computational thinking and the development of computational capabilities will become key points in global diplomatic capacity building.Looking ahead,the trends of computational diplomacy would be moving towards intelligent diplomacy.While empowering diplomatic policy execution,assessment of diplomatic situations,and innovation in diplomatic workflows,it also brings unprecedented risks to international politics,including the following aspects:the weaponization and abuse of algorithms will trigger an algorithmic arms race;information manipulation represented by computational propaganda will bring cognitive security risks;algorithm-empowered cyber-attacks will threaten the cyber security of other countries;and algorithm manipulation will lower the threshold of war and give way to new international conflicts.Therefore,it is necessary to"counter computational thinking with computational thinking and technology with technology".While strengthening the construction of computing capabilities,we must also work hard to cultivate diplomats skilled in artificial intelligence technology and build a computational diplomacy theoretical system.
