New Steps in China-LAC Cooperation in the Process of the Rise of the"Global South"
The"Global South"is a natural attribute of China and Latin America and the Caribbean(LAC),and an important bridge to promote the building of the China-LAC community with a shared future.By using constructivism theory,it is found that the rise of the"Global South"is the result of mutual promotion and mutual construction of the common cognition of the"Global South"countries,the international community's practical actions and the evolution of the international system.China is a"natural member"of the"Global South",and the"Global South"is the common identity of China and LAC.Staying independent is the common background of China and the"Global South".Development and revitalization are the common mission of China and the"Global South".Fairness and justice are the common propositions of China and the"Global South".China-LAC cooperation has shown new trends of interaction in such aspects as strengthening political communication,expanding mutual economic and trade assistance,deepening people-to-people exchanges and upgrading science and technology cooperation.With the rise of the"Global South",the intensification of regional conflicts,and the acceleration of the evolution and transformation of the international system,the construction of cooperation mechanism between China and LAC under the collective recognition of the"Global South"has accelerated,unleashing new momentum for the building of the China-LAC community with a shared future,which is conducive to further consolidating and upgrading the cooperation consensus between China and LAC,strengthening the foundation of China-LAC cooperation,and expanding the areas of China-LAC cooperation.At present,China-LAC cooperation also faces new challenges,such as gap of economic development,imperfect cooperation mechanisms,intentional interference by Western powers,as well as the geographical and cultural constraints on communication.In the future,China and LAC should take advantage of the rise of the"Global South"to strengthen economic and trade ties and deepening identity,to consolidate the achievements of cooperation and share development experience,expand multilateral cooperation and uphold the principle of fairness and justice.We should adhere to openness and inclusiveness and carry out people-to-people diplomacy to promote high-quality development of China-LAC cooperation.
