U.S.Administration's Regulation of Artificial Intelligence in Contemporary Time
With the emergence of risks and challenges brought by rapid development of artificial intelligence,regulation of artificial intelligence(AI)has entered an influential era and become a new high ground for global digital competition.Artificial intelligence regulation is related to international power rivalry and norm shaping,to which the United States has attached great importance.Significantly,in the perspective of the U.S.government,since the generative artificial intelligence's debut,the United States'domestic security and stability have been affected and the U.S.'position as the world leading artificial intelligence power has been threatened.For this reason,the Biden administration has been continuing to strengthen the regulation of artificial intelligence.Faced with fragmented and localized artificial intelligence regulation,the Biden administration is committed to enhancing overall regulation at the federal level,taking steps such as setting up safe and reliable principles and goals,clarifying the corresponding regulation of high-level institutions,focusing on core artificial intelligence companies,and paying attention to privacy fairness and other major risks;at the international level,it has relied on international mechanisms to promote American concepts and American-style programs for artificial intelligence regulation,strengthened coordination and cooperation among allies,and meanwhile,intensified stigmatization and suppression of China's regulatory efforts.However,the Biden administration's efforts are facing heavy hurdles both at home and abroad.At the domestic level,a variety of constraining factors are stalling the unity and effectiveness of the federal efforts,while at the international level,due to the intense confrontation mindset of the U.S.regulatory policy which cares nothing but purporting to safeguard its world hegemony,and lacks a real strategy for solving structural contradictions,hence,the prospect of the Biden administration's regulatory policy is facing big uncertainty.
