Legal Constraints on the Decision-making of Public Large-scale Models
With the in-depth advancement of digital government construction,large models have increasingly become an important way of public decision-making.It represents a new type of"digital public power",which improves the quality and efficiency of public services and promotes social governance with its ultra-efficient algorithmic decision-making.Public large model decision-making reflects the logic of computational rationality and digital governance,and it has already gone beyond the regulatory scope of the rule of law in the commercial society and even become a"flying zone"of power technology.Therefore,it is urgently needed to be included in the digital legal framework for effective restraint.The boundaries of its decision-making should be clarified,the due process of its decision-making should be established,the basic principles of value alignment should be established,and the supervisory mechanism of algorithmic bureaucracy should be explored,so as to promote digital justice and digital legal construction.
