Evolution and Trend of Global Governance on Cross-Border Data Flows
With the advancement of digital globalization transformation,how to govern cross-border data flows has become one of the most controversial global governance issues.The natural,economic and legal attributes of cross-border data flows have increased the difficulty in global governance.Global cross-border data flows exhibit characteristics such as networked governance mechanisms,diverse governance objectives and low compatibility of governance choices,which pose challenges to the effectiveness of the global governance cooperation system and the applicability of traditional governance policies,thus making it difficult to balance governance goals,keep pace with governance capabilities and achieve governance cooperation.In the future,regional-level cooperation will increasingly shape global governance on cross-border data flows,with a focus on promoting compatibility among regional rules and interoperability of national policies.China should effectively coordinate the balance between security and development,foster closer collaboration between the government and enterprises,establish regulatory frameworks to ensure orderly data flows,and enhance its capacity to actively participate in global governance on cross-border data flows.
