摘要
清迈倡议多边机制是亚洲区域唯一以流动性危机救助为目标的区域金融安排.自成立以来,清迈倡议多边机制在诸多方面不断完善.然而,由于存在一系列欠缺,该机制的可用性受到了限制.新形势下,为弥补区域流动性资金的供需缺口、提升区域金融一体化水平以及完善多层级的全球金融安全网,清迈倡议多边机制有必要升级为区域货币基金.区域货币基金的构建需要遵循一定的路径,其中,资金规模的测度、贷款工具的设计、治理和经济监测职能的制度性建设以及对更高层次区域货币合作的探索是决定区域货币基金建设可行性的关键所在.
Abstract
The Chiang Mai Initiative Multilateralisation(CMIM)is the only regional financial arrangement in Asia that aims at providing liquidity crisis support.Since its establishment,the CMIM has been continuously improved in many aspects.However,the availability of the CMIM has been limited by a number of deficiencies.To fill the gap between supply and demand in regional liquidity in Asia,enhance the level of regional financial integration,and improve the multi-layered global financial safety net,it is necessary to upgrade the CMIM to a regional monetary fund.The regional monetary fund needs to follow a certain path of establishment,including the measurement of the scale of funds,the design of lending instruments,the governance and economic surveillance functions,and the exploration of higher-level regional monetary cooperation,which are the key determinants to the feasibility of the establishment of the fund.
