In the digital age,tech enterprises,with advantages in technology and data resources,have become potential actors influencing the international order.However,the way in which tech enterprises influence the international order and the extent of their influence require further research.Currently,there still lack binding international rules in cyberspace,and international cyberspace norms have become an effective way to build the international order in cyberspace.This article focuses on the practice of such tech companies as Microsoft,Siemens and Huawei advocating cybersecurity norms to form a spectrum of cases involving different countries,different norm advocacy paths,and effects.Comparative studies have found that the leading cybernorm entrepreneurs among technology enterprises have developed mature advocacy paths,but are less likely to be generalized within the industry;industry-implemented cyber norms advocated by technology enterprises are more effective than nation state-implemented cyber norms;and cyber norms advocated by technology enterprises are able to enter into nationally-led international normative processes,but are susceptible to the impacts of inter-country digital competition and geo-politics.Tech companies have gradually formed more mature norm advocacy paths,but their ability to independently influence the international order in cyberspace is still limited.In the future,both nation states and tech enterprises will rely on their own advantages to achieve the docking of cyberspace norms and jointly advocate norms,which will become a viable path to building an international order in cyberspace.
