Xi Jinping,General Secretary of the Communist Party of China Central Committee,creatively proposed a holistic national security concept at the first meeting of the National Security Commission under the CPC Central Commission on April 15,2014.Over the past decade,the concept has gradually been improved,and the national security theoretical system in the new era has been continually optimized.The historical practices in the past ten years have fully proved that the concept is highly scientific,systematic and foresighted,and has great growth potential.It marks a new step forward in the sinicization and modernization of Marxist theories on function of the State,constituting an innovative development of Marxist theories in line with the requirements of the times.Looking ahead in the development of the discourse system of the holistic national security concept the principle of being substantive and logical and conforming with law should continue to be upheld,and it should develop dynamically amid openness and inclusiveness to lead efforts to build and improve the national security culture with Chinese characteristics in an innovative way.The expansion of opening-up and safeguarding of economic security should be combined in a harmonious way,so that they can coordinate and help promote mutual development to ensure opening-up be expanded while security be guaranteed.Moreover,we should improve mechanisms for participating in global security governance,strengthen the capacity of guaranteeing national security overseas,coordinate our own security with common security of the international community,and build a new security paradigm that integrates domestic and international security governance,as well as a new development paradigm that ensures smooth domestic and international dual circulations.
