Employment serves as the foundation of people s livelihood and also an important cornerstone of economic and social development.The strategic significance of solving employment problems is reflected not only in the fact that full and high-quality employment itself is an important goal of economic development,but in the strategic position of the effective operation of the labor market in the country's efforts to achieve high-quality development.Therefore,employment issues need to be viewed and tackled from a strategic perspective.In the new stage of development,China faces many new challenges as it further expands employment,including the weakening momentum of non-agricultural employment growth,the continued shrinkage of working-age population,the decline in labor participation rate,the aging population,young people facing difficulties in finding jobs,and challenges brought by changes in job and skill demands in the labor market.To achieve the strategic goal of high-quality and full employment,we need to grasp the long-term nature of employment issues,focus on main contradictions,and deal with core factors;we also need to adjust the direction and focus of policies in accordance with changes in economic development and labor market conditions,coordinate pro-active employment policies and macroeconomic policies,promote development of industries that are more capable of creating jobs,eliminate employment discrimination,and create a better employment environment for workers.
