摘要
当前,全球经贸治理正进入新旧体系更替的重要历史时期.为积极参与新时期全球经贸治理体系的改革和建设,中国应解构国际经济秩序的构成要素,分别从价值引领、规则输出和制度安排三个方面着手推进.在价值观引领方面,中国应以包容性发展为根本理念,坚持自由贸易和公平公正贸易的协同发展,在经贸领域推动构建人类命运共同体,实现普惠共赢.在国际规则的输出方面,中国应坚持守正创新,以发展的眼光和灵活的立场去争取核心价值观下的规则博弈空间.于守正而言,规则输出应以推动发展为核心,反映国际经贸活动的新样态,遵循经济活动的科学性和现代性,同时维护其稳定性,把握自由开放与国家安全的平衡.于创新而言,规则输出应以实现包容性为宗旨,关注规则输出过程的公平公正,统筹经济目标与其他重要社会价值的协调发展.在制度安排方面,中国应吸取过往不重视这一要素的历史经验,破立并举,在变革现有主要制度安排权力分配机制的同时,重点在区域层面创设并维护新的制度和平台,探索新机制内部建设的实心化,以变革和创新两条路径同时推动规则制定平台的建构.
Abstract
As global economic and trade governance enters a period of important transition,China should reshape the constituent elements of the international economic order and promote it from three aspects:values advocacy,normative input,and institutional arrangements.Regarding values advocacy,China should take inclusive development as the fundamental concept and uphold the coordinated development of free trade and fair trade,promoting the construction of a community with a shared future for mankind in the economic and trade sphere,and inclusive and win-win development.To make normative input,China should adhere to the principle of integrity and innovation,and at the same time be strategic and flexible in practice.In terms of integrity,its normative input should put development at the very center by incorporating the new practices of international economic and trade activities and following the scientific and modern nature of economic activities,and maintain normative stability by striking a balance between openness and national security.In terms of innovation,China should aim at inclusiveness,paying attention to the fairness and justice,and develop overall plans for economic development and other important social objectives.With respect to institutional arrangements,China should heed the lessons learned from its past failure to attach enough importance to this aspect,promote the construction of the rule-making platforms through reform and innovation.While it seeks to reform current mechanisms,it should focus on the creation and maintenance of new norms and platforms at the regional level.
