Does Institutional Openning-up Promote Export Quality and Efficiency?
In order to speed up the building of a trade power, steadily expand the institutional opening-up of rules, regulations, management, and standards,as a major strategic adjustment and transformation of China's open-ing up,has been written into the report of the Party's 20th National Congress.Institutional openning-up to improve the quality and efficiency of the export of an important part of building a trade power will not only have a significant promotion effect through the two direct mechanisms of encouraging enterprise innovation and reducing institutional transaction costs, but also through the indirect mechanism of industrial agglomeration adjustment effect. On the ba-sis of innovatively proposing and measuring the institutional openning-up index at the regional level, using the em-pirical research of 2013-2021 enterprise micro-level data and a series of robustness tests, the correctness of the above theoretical hypothesis is confirmed. In addition, the empirical analysis also found that the promotion effect of institutional openning-up the quality and efficiency of enterprises' exports will also have a significant heterogeneous impact depending on whether the enterprises are located in coastal areas and along the Belt and Road. The findings of this study not only provide theoretical and empirical support for the transition to institutional opening-up in the new stage from the practical demand of promoting improvement of export quanlity and efficiency, but also have im-portant policy implications for how to further play the role of institutional opening-up in building a trade power.
