RCEP Entry into Force Enables China-ASEAN High-Quality Cross-Border Data Sharing:Opportunities,Challenges and Countermeasures
Along with the increasing space for China-ASEAN economic and trade cooperation,the scale of cross-border data flow is also increasing significantly.the entry into force of RCEP not only protects the security of China-ASEAN digital trade data outbound and promotes cross-border data flow,but also further optimizes cross-border digital trade and provides a boost for the continued deepening of China-ASEAN digital economic coopera-tion between China and ASEAN.Although the two sides have achieved certain results in recent years in terms of in-frastructure interconnection and intercommunication,top-level design of data governance rules,and data resource pooling and management,some ASEAN countries'weak data security protection capacity,low status of the data value chain,large differences in the policy systems of cross-border data flow governance between China and ASEAN countries,and poor data sharing benefit distribution mechanism have increased the resistance to data sha-ring cooperation between China and ASEAN.Increasing the resistance to data sharing cooperation between China and ASEAN.In this regard,China and ASEAN need to strengthen data security protection capabilities,upgrade the status of the data value chain,innovate collaborative governance strategies for cross-border data flows,and explore mechanisms for distributing the benefits of cross-border data sharing,in order to help China-ASEAN data-sharing cooperation move forward in a solid manner.
