Institutional Practice of Cross-Border Data Flows Regulation in Japan and Prospects for Sino-Japanese Cooperation
Currently,a global cross-border data flow governance system has not yet been formed.To achieve the goal of orderly and secure data flow,actively participating in the formulation of international data governance rules and promoting domestic data management legislation has become a common practice among countries.The cross-border data flow regulation model in Japan has developed its own"coordinated characteristics"by drawing on the data governance experience of countries such as Europe and America as well as integrating multiple objec-tives.This is reflected in Japan's adherence to the concept of multilateralism,continuous improvement of data gov-ernance legislation domestically,active participation in the formulation of bilateral and multilateral international rules externally,and further proposing global initiatives for data security flow.Based on the empirical analysis of the Line case,it can be found that the current cross-border data flow regulatory cooperation between China and Ja-pan has broad prospects,but there are still challenges in coordinating specific rules and regulations.To this end,China and Japan can actively explore cooperation space in cross-border data flow regulation by promoting rule coor-dination and optimizing cooperation mechanism,and improve regulatory governance effectiveness.
