Practical Constraints,Evolutionary Logic,and Policy Directions for China's Pilot Free Trade Zones within the New Development Paradigm
Within the context of establishing a new development paradigm,the construction of China's pilot free trade zones(FTZs)faces several practical constraints.These include the shrinking space for international coop-eration due to the growing tendency toward securitization,the raising standards and requirements brought by chan-ges in international economic and trade rules,and the urgent need to overcome deep-rooted structural and institu-tional problems.To address these challenges,it is essential to manage the dynamic balance between supply and de-mand,internal and external openness,and regional development.Therefore,the construction of FTZs should shift from a model of"efficiency prioritized with safety as a consideration"to one that places"equal emphasis on effi-ciency and safety,"from"openness centered on the flow of goods and factors of production"to"institutional openness,"and from"path dependence on industrial evolution"to"collaborative innovation across industrial chains."To implement the advancement strategy for FTZs,efforts should focus on enhancing the platform capabili-ties of these zones,reinforcing a quality-and security-oriented approach,and strengthening three key functions:developing multi-hub nodes for"dual circulation,"increasing influence in the formulation of international econom-ic and trade rules,and expanding the demonstrative and driving effects of high-quality industrial development.The policy orientations for advancing the FTZs are as follows.First,maintain a high level of openness both domestically and internationally to effectively respond to industrial and supply chain decoupling.Second,align with high-stand-ard international economic and trade rules to foster high-level institutional openness.Third,resolve structural and institutional challenges to create new competitive advantages for high-quality development.
