The Evolution of Global Agricultural Trade Rules and China's Grain Security
International agricultural trade rules are transitioning from multilateral governance to multilateral-bilateral dual governance,from low-standard to high-standard governance,from border-focused rules to internal rules,and from rigid rule coordination to more inclusive approaches.This shift is the result of great power competi-tion driven by changes in the global geopolitical and economic landscape.This paper focuses on the impact of the evolution of agricultural trade rules on China's grain security.The result shows that the market access rules aggra-vate China's grain trade deficit,investment rules may lead to monopolization by transnational corporations in Chi-na,and regulations under the Agreements on Sanitary and Phyto-Sanitary(SPS)may reduce the competitiveness of Chinese agricultural products.Additionally,internal rules concerning intellectual property protection,environ-mental protection,e-commerce,and neutral competition have multiple impacts on China's grain security.Based on these findings,this paper puts forward some policy suggestions to strengthen China's grain security:building a global free trade network,proactively engaging with and shaping agricultural trade rules,building a competitive and orderly grain market system,strengthening the guidance and regulation of foreign investment,accelerating the culti-vation of domestic leading grain enterprises,and improving the emergency grain supply guarantee system.
