The Construction of China's International Digital Trade Rules Under the JSI Negotiation Model
The development of digital trade has ushered international economic and trade rules into the era of digital economic and trade rules,posing new challenges and requirements to traditional international economic and trade rules.Developed countries such as the United States have seized the discourse power in rule-making for digit-al trade,forming a"digital alliance circle"of developed countries.They have occupied a favorable position on the core issues of international digital trade,such as the free flow of cross-border data,the local storage of computer facilities(data),and the protection of personal information,thereby creating significant negotiation pressure for China.China should explore alternative paths by choosing a flexible and open regional joint statement initiative(JSI)negotiation path.By selecting negotiation topics,China can provide relatively loose negotiation space for a wide range of developing countries.Leveraging the Belt and Road platform,China can promote the formation of a regional Belt and Road JSI that takes the free flow of data as the basic principle and the secure flow of data as the restrictive guiding principle.Ultimately,it will build a"China template"for international digital trade rules,there-by enhancing China's discourse power in international digital trade rules negotiations.
