Analysis on the Gains and Losses of Water Conservancy Construction in Yan Xishan's Period of"Protecting the Territory and Ensuring the Safety of the People"
In the period of"protecting the territory and ensuring the safety of the people",in order to carry out water conservancy construction,Yan Xishan government made an invento-ry of all canals in the province,understood and mastered the basic situation of the formation,waste,preparation and opening of channels in each county,and tried to promote the public and create wealth,but the implementation measures and results were not satisfactory.Start-ing from the background and motivation of water conservancy construction in the period of"protecting the territory and ensuring the safety of the people",the formation of water con-servancy ideas and the preparation,operation and maintenance of various channels,this study reveals the experience and lessons of the achievements and mistakes of water conser-vancy construction during the period of Yan Xishan's"protecting the territory and ensuring the safety of the people"through in-depth excavation and analysis of important historical materials such as"Channel Table of Counties in Shanxi Province"and"Compilation of Six politics and three Affairs in Shanxi Province".This study draws the following conclusions:On the one hand,professional personnel organizations and supporting system construction have promo-ted the increase of the number of water conservancy projects and the number of irrigated a-cres;on the other hand,due to the weak executive power of government officials and the characteristics of top-down promotion of water conservancy construction,only minority groups such as local gentry have actually benefited,failing to stimulate the real and effective motivation of the people to build water conservancy.
