摘要

合同节水管理是一种基于市场的新型节水管理模式,是推动节水产业发展的重要手段.贵州省水资源利用效率偏低,节水潜力巨大,合同节水管理工作尚处于起步阶段,面临着节水意识不强、内生动力不足、节水市场不完备、扶持政策及配套制度不健全等一系列问题.本文在剖析现状合同节水管理问题成因的基础上,以问题为导向,从强化水资源刚性约束、激发节水内生动力、加强政策扶持和培育节水服务企业 4 个方面,提出了推进合同节水管理工作的相关对策和建议,对后续贵州省完善合同节水管理机制具有一定的参考意义.

Abstract

Contract-based water conservation management is a market-oriented,serving as an important tool to promote the development of the water conservation industry.In Guizhou Province,water resource utilization efficiency is relatively low,with significant potential for water conservation.However,the implementation of contract-based water conservation management is still in its early stages,facing several challenges such as weak awareness of water conservation,insufficient internal motivation,an underdeveloped water conservation market,and inadequate supporting policies and regulatory frameworks.This paper,based on an analysis of the current issues and root causes in contract-based water conservation management,proposes countermeasures and suggestions aimed at addressing these problems.These recommendations focus on strengthening rigid constraints on water resources,stimulating internal motivation for water conservation,enhancing policy support,and fostering the growth of water conservation service enterprises.These insights offer a valuable reference for the ongoing improvement of contract-based water conservation management mechanisms in Guizhou Province.
