Research on Issues and Countermeasures in Deepening Comprehensive Agricultural Water Price Reform in Cetian Irrigation District
Deepening comprehensive agricultural water price reform is a crucial measure for advancing the modernization of irrigation districts,playing a significant role in improving the agricultural water pricing mechanism,promoting efficient and intensive water use,ensuring food security,and driving rural revitalization.This paper summarizes the implementation of agricultural water price reform in the Cetian Irrigation District and,based on an analysis of the prominent issues faced in further deepening this reform,proposes key countermeasures.These include enhancing the construction,operation,and management system of the irrigation district,strengthening the agricultural water pricing reform mechanism,exploring water rights reforms,advancing water rights trading,innovating financing mechanisms,and improving grassroots water service systems.The aim is to provide a reference for promoting water conservation,increasing grain yield and income,and ensuring sustainable and efficient operation of the irrigation district.
