Current situation and suggestions for the development of China's offshore crude oil transportation
After the Ukraine issue,some countries banned the import and purchase of Russian crude oil and crude oil over the price limit,the global crude oil trade flow reconfiguration,the sea transport distance of crude oil has a substantial increase,crude oil tanker capacity is in short supply,superimposed on the new IMO environmental protection regulations introduced and other factors,the global cost and risk of crude oil transportation have increased dramatically.Changes in global maritime transport affect China's energy security situation.This paper analyzes the main problems in China's offshore crude oil transportation,including its own capacity cannot meet the demand for crude oil imports,its own shipping insurance is difficult to provide strong protection,and intercontinental transportation accounted for a large proportion of transportation costs and risks.It is suggested to strengthen the capacity-building of China's offshore crude oil tankers,improve the independent shipping capacity and fleet equipment level,enhance the proportion of"national oil with national transportation",vigorously develop the insurance business of sea transportation,enhance the anti-sanctions capacity in the field of P&I insurance,improve the"national transportation with national insurance"capacity,increase the volume of crude oil imports from neighboring countries and the capacity of land imports,and reduce the demand for offshore crude oil vessel capacity.
