Analysis of the development strategy for carbon dioxide offshore storage in the Guangdong-Hong Kong-Macao Greater Bay Area
Carbon dioxide offshore storage is a kind of carbon storage pathway which is different from the geological storage of carbon dioxide on land, and there are fewer international references and no domestic precedents for carbon dioxide offshore storage. With the mission of promoting the"dual carbon goals"and realizing green development in China, the Guangdong-Hong Kong-Macao Greater Bay Area, which is economically developed and adjacent to the sea,has the advantageous conditions to take the lead in developing carbon dioxide offshore storage, but there are such challenges as long project cycle, immature technology, greater commercial and safety risks. The development of carbon dioxide offshore storage in the region is recommended to be carried out according to the strategy of"unified planning, technology first, demonstration&exploration, and cluster development",with scientific coordination of project implementation, governmental supporting policies, cooperation between enterprises with leading CCUS technologies in the region, and joint construction of business models. It is expected to updated iteratively in accordance with development conditions so as to explore a new approach to achieving carbon neutrality goal in China.
