Energy system construction entering the era of resilience—Views of the"2023 Global Energy Security Report"
In order to explore changes in the global energy security situation,the China National Petroleum Corporation Institute of Economics and Technology has established the RASA Global Energy Security Assessment System,which quantitatively assesses the global security situation since 1970.It is believed that the current global energy development environment is undergoing a profound transformation,and the superposition of the four periods makes the energy security risk more complicated and unpredictable;energy development has entered a new stage of resilience construction,and the addition of system resilience dimensions makes the energy security evaluation system more complete.It is proposed that a global energy system with strong resilience be established with the goals of structural diversification,abundant capacity,flexible regulation and efficient synergy.In terms of structural diversification,the focus should be on promoting multi-energy complementarity between traditional energy sources and new energy sources;in terms of abundant capacity,it should insist on"establishing the new before abolishing the old",and the energy reserve and system backup capacity should be enhanced;in terms of flexible regulation,the focus should be on promoting the marketization and intelligence of the energy system;and in terms of synergistic and efficient coordination,it should be enhanced to strengthen the global energy governance system and enhance the cooperation among stakeholders.
