The impact of US sanctions on Arctic LNG 2 project and Russia's natural gas strategies
Although imports of Russian pipeline natural gas into Europe declined,imports of liquefied natural gas(LNG)from Russia to Europe are increasing.In early November 2023,the United States announced sanctions on Russia's Arctic LNG 2 project since the Arctic LNG 2 project is an important component of Russia's energy strategy.It is an escalation of Western sanctions against Russia's fossil fuel industry,and the aim is to squeeze Russia out of the European market.The sanctions have had a limited impact on the global LNG market.However,the sanctions have restricted the Arctic LNG 2 project in terms of finance,equipment,technology,and product sales,let the project to face implementation difficulties,and also caused obstacles to the expansion of Russia's LNG production capacity and export.In response to the sanctions,Russia has implemented such measures as developing new projects to expand LNG export capacity,promoting the diversification and localization of imports of equipment and technology,and shifting LNG sales from Europe to Asia.In the short term,the impact of sanctions on Russia is relatively mild,and it may deal a significant blow to Russia's energy strategy from the long run.Russia's shift to non-Western markets,particularly to the Asian market,will be more urgent.
