Transformation and development practice of fuel-based refineries—Taking the transformation practice of a refinery in Northeast China as an example
Combining with its own surrounding market environment and plant characteristics,a fuel-based refinery located in the northeast coast of China has transformed to produce low-sulfur marine fuels to meet international standards by expanding the proportion of Russian crude oil processing, adjusting the heat exchange process of residual hydrodesulfurization feedstock to increase the furnace temperature, lowering the sulfur content of residual hydrodesulfurization products, controlling the sulfur content of catalytic feedstock to reduce the sulfur content of slurries, desolidating the slurries, and purchasing low-sulfur pitch to eliminate low-value high-sulfur slurries, and successfully completing the practical exploration of"reducing oil and increasing special oil products"high-quality transformation and development. It is expected that by 2025,China's reasonable supply of marine fuel production will be about 30 million tons/year,which means there is still a large market space for China's marine fuel production.Low-cost transformation should be integrated and optimized from the multi-dimensional aspects of resources, production, technology and market,etc.Fuel-based refineries can fully combine the current situation of refineries, effectively play the function of existing units, make use of the surrounding high-quality and reasonable market, and cooperate with associated refineries to take advantage of their strengths,so as to ultimately achieve low-cost and high-quality transformation.
