Interpreting the carbon-neutral LNG Framework by GIIGNL and its implications
In November 2021,the International Group of Liquefied Natural Gas Importers(GIIGNL)released the"Monitoring,Reporting, and Verification and Greenhouse Gas Neutrality LNG Framework"to standardize trade in carbon-neutral LNG.This framework adopts a series of existing industry standards and methods and comprehensively covers GHG emissions from the whole LNG industry chain. It proposes such five declaration pathways as stage statement,GHG footprint,GHG offset,GHG offset and reduction plan, and GHG neutral. It also systematically specifies on the steps to complete the above declaration pathways that meet the requirements of this framework.Primary data of GHG emissions should be used as much as possible and the proportion should be disclosed by using this Framework to carry out the trade of carbon-neutral LNG.Carbon offsets should comply with the Framework standards and relevant information should be fully disclosed. The declaration of carbon-neutral LNG should refer to the template provided by the Framework and be verified by an independent third party. The Framework is a well-established guideline for trade in carbon-neutral LNG,which helps to effectively alleviate doubts about carbon-neutral LNG and promote the sustainable development of trade in carbon-neutral LNG,and may become a widely recognized standard in the future. It is recommended that relevant enterprises pay attention to learning and understanding the GIIGNL Framework, actively conduct carbon-neutral LNG trading under the Framework, and participate in the revision of the GIIGNL Framework.
