Constraints and policy recommendations for natural gas power generation in China
Natural gas power generation could offer significant advantages over coal-fired power generation,including cleaner energy and lower carbon emissions,replacing coal as part of the base load or intermediate load power supply,more flexible than coal power,and can be used as a high-quality flexible power supply to take on the role of peak shaving.The transition from natural gas mixed with hydrogen to pure hydrogen power generation can boost the development of electric-hydrogen coupling and increase the power system's ability to consume new energy.The integration of natural gas power generation and new energy can meet the demand for new power,especially the demand for clean power in emerging industries such as artificial intelligence and big data.Despite all these benefits,it faces many constraints,resulting in such status as limited capacity,geographical concentration,low utilization rates,and untapped potential.Since natural gas power generation is an important support for the construction of a new power system,this paper makes a comprehensive analysis of the natural gas and power sectors to systematically identify the constraints on the development of natural gas power generation from the perspectives of policy,resources,market,and technology and puts forward such recommendations as to strengthen top-level design and industrial policy support,increase domestic gas storage&production and import resource pool construction,and accelerate the construction of storage and transportation infrastructure to significantly improve the level of resource security,as well as continue to promote market-oriented reforms in both natural gas and electricity markets and promote domestic manufacturing and maintenance of gas turbines to conquer the technical bottlenecks.
