The current status of China's gas-fired power policy and policy recommendations for the development of gas-fired power in Yunnan Province
In recent years,Yunnan Province has experienced tight power supply and insufficient peaking capacity, and it is in urgent need of increasing power supply, easing the contradiction between supply and demand, optimizing power supply structure, and enriching peaking capacity. The China-Myanmar natural gas pipeline enters through Yunnan Province, which is rich in natural gas resources and relatively low in price, and Yunnan Province has the inherent advantage of constructing natural gas power generation projects.Through sorting out the current situation of China's gas-fired power policy and the development direction of gas-fired power pricing policy, and combining the power supply and demand situation and market characteristics of Yunnan Province, the paper puts forward such suggestions for the design of gas-fired power policy in Yunnan Province as adopting the two-part tariffpricing model to ensure the return on investment of the project, and to enhance the flexibility and stability of the system, setting up the gas-fired power pricing linkage mechanism, and using the"benchmark tariff+floating adjustment"model, deepening the construction of the electric power market system, improving the rules of trading in the electric energy market, exploring the establishment of the electric capacity market, deepening the construction of the auxiliary service market, and accelerating the formation of a market-oriented gas-fired power price formation mechanism.
