Evaluation and management of strategic cooperation of state-owned oil and gas enterprises based on PDCA cycle
State-owned oil and gas enterprises'strategic cooperation is a cyclical and synergistic process in the short term and needs to evolve in a spiral cycle in the long run.The PDCA cycle has a high degree of compatibility with the strategic cooperation process of state-owned oil and gas enterprises.With the PDCA cycle,the strategic cooperation of state-owned oil and gas enterprises can be divided into such four parts as cooperation determination,cooperation implementation,cooperation tracking,and cooperation improvement.The evaluation index system of strategic cooperation of state-owned oil and gas enterprises is constructed with 9 first-level indicators and 14 second-level indicators in 4 dimensions including planning(P),doing(D),checking(C),and acting(A).In order to synthesize all indicators into an overall assessment of the effect of strategic cooperation,the indicator weighting method must be used for the calculation.Two strategic cooperation groups are selected for the overall process assessment and the score gap shows the links that need attention.The evaluation system can visually compare the overall and sub-segment effects of strategic cooperation and the combination of evaluation indicators and strategic cooperation management can provide guidance for state-owned oil and gas enterprises to optimize the strategic cooperation management process.
