Discussion on regional horizontal collaborative development strategy of group central enterprises—Taking CNOOC enterprises in Guangdong as examples
Most state-owned central enterprises develop in the form of conglomerates.Regional collaborative development is one of the necessary capabilities for group central enterprises to build world-class enterprises with global competitiveness.At present,the regional horizontal collaboration of these enterprises is mainly manifested in such two forms as linear and reticulated,reticulated collaboration is relatively better to meet the demand for high-frequency collaboration and has better regional effects,but the objectives,concepts,and actions of collaboration have not yet reached a high degree of consistency.Taking China National Offshore Oil Corporation(CNOOC)enterprises in Guangdong as examples,the research and analysis finds that there are still such three aspects of the problem as insufficient consensus on the regional strategy,resource sharing,and business collaboration needs to be further strengthened though there is a regional enterprise coordination group as the carrier of collaborative organization to ensure the efficient operation of reticulated horizontal collaboration.In view of these problems,the paper proposes such three horizontal collaborative development strategies as regional coordination to build a value circle,concentration of talent,capital and IT resources to build a sharing circle,and internal and external cooperation to form a business circle so as to help the group central enterprises achieve high-quality development and better serve the national regional development.
