能源规划是指导能源行业发展、布局重大工程项目、合理配置公共资源、引导社会资本投向、制定相关政策的重要依据.过去数十年,中国有着扎实的能源规划实践基础.能源行业自身的复杂特点决定了需要发挥能源规划的统筹协调作用,能源转型所处的阶段决定了必须持续发挥能源规划的战略指导作用,发展能源新质生产力更加需要发挥能源规划的创新引导作用.2024年11月8日,十四届全国人民代表大会常务委员会第十二次会议表决通过《中华人民共和国能源法》.《能源法》明确了能源规划的作用及组成,明确了能源规划编制主体,提出了能源规划编制依据,规定了能源规划编制要求和内容,规定了能源规划的批准修订程序.《能源法》首次从法律层面明确了能源规划体系和工作机制,为全国和各地开展能源规划工作提供了法制遵循.
Abstract
Energy planning is an important basis for guiding the development of the energy industry,laying down major projects,rationalizing the allocation of public resources,guiding the investment of social capital,and formulating relevant policies.Over the past decades,China has established a certain foundation in energy planning practice.The complexity of the energy industry itself determines the energy planning would play a coordinating role,the stage of energy transition determines the energy planning would play a strategic guiding role,and developing energy new productivity forces determines the energy planning would play a more innovative role.On November 8,2024,the 12th meeting of the Standing Committee of the 14th National People's Congress of China voted to pass the Energy Law of the People's Republic of China.The Law clarifies the energy planning system and working mechanism at the legal level for the first time and provides legal guidance for national and local energy planning.It clarifies the role and composition of energy planning,specifies the main body for the preparation of energy plans,proposes the basis for the preparation of energy plans,stipulates the requirements and contents of energy planning,and sets out the procedures for approving and revising energy planning.
