中国油气行业CCUS-EOR发展面临的挑战与对策

二氧化碳捕集利用与封存(CCUS)是实现碳达峰、碳中和目标的兜底技术,发展前景广阔。在CCUS各环节中,二氧化碳捕集封存与提高采收率(CCUS-EOR)是二氧化碳利用和封存的重要手段。CO2驱是低渗透油藏提高采收率的重要手段,管理创新是促进CCUS-EOR项目效果实现的关键。通过前期攻关,油气行业CCUS-EOR全流程技术体系日臻成熟,但是当前油气企业发展CCUS-EOR仍面临很多挑战:二氧化碳来源不确定且价格高制约了项目效益的实现;不同盆地驱油机理仍需深入研究;碳捕集、管输、驱油等配套技术应用成本较高;地面工程适应性面临较大挑战。建议进一步完善二氧化碳驱油评层选区标准,降低投资风险;加快构建系统化、低成本CCUS-EOR技术体系;进一步做好顶层设计,构建内外部合作机制形成业务发展合力;积极争取低碳产业政策支持,确保CCUS-EOR业务良性发展;统筹做好重点盆地综合能源基地建设,打造国家级低碳、负碳示范区;加快形成CCUS一体化经济评价方法。
Challenges and countermeasures for CCUS-EOR development in China's oil and gas industry
Carbon dioxide capture,utilization and storage(CCUS)is the underpinning technology to achieve the goals of carbon peaking and carbon neutrality,and has a broad development prospect.Among the various aspects of CCUS,CO2 capture and storage,and enhanced oil recovery(EOR)are important means of CO2 utilization and storage.Through preliminary research,the whole process technology system of CCUS-EOR in the oil and gas industry has matured.CO2-EOR is an important means to enhance recovery in low permeability reservoirs,and management innovation is the key to promoting the realization of the effect of CCUS-EOR projects.At present,there are still challenges in the development of CCUS-EOR such as uncertainty of CO2 sources and high prices constrain the realization of project benefits,different basins still need in-depth research on the mechanism of oil repulsion,the costs of applying carbon capture,pipeline transmission,oil displacement,and other auxiliary technologies are relatively high,and the adaptability of ground engineering faces a big challenge.It is recommended to further improve the criteria of CO2-EOR evaluation and selection to reduce the investment risk,accelerate the construction of systematic and low-cost CCUS-EOR technology system,further improve the top-level design and build internal and external cooperation mechanism to form the synergy of business development,actively strive for the support of low-carbon industrial policies to ensure the healthy development of CCUS-EOR business,do a good job in the construction of key basins'comprehensive energy bases to build national-level low-carbon&carbon-negative demonstration areas,and accelerate the formation of CCUS integrated economic evaluation methods.
