By analyzing the reasons for the"contradiction between collection and use"of ancient books,investi-gating and sorting out the relevant regulations of China's ancient book protection policies and industry practical demands,this paper puts forward four special legislative suggestions for the protection and utilization of ancient books in China.Firstly,establishing the primary principle of"utilization leading,collection and use equally im-portant".Secondly,clarifying that specific strategies for the protection and utilization of ancient books should be differentiated according to the statutory duties of the collect institutions.Thirdly,boosting the diversified devel-opment and utilization of ancient books on the basis of strengthening their regenerative protection.Fourthly,pro-moting the proper preservation and effective utilization of ancient books through scientific management.18 refs.
