Balanced Adaptation and Synergistic Development:A Study on the Selection and Optimization of Policy Tools for Standardization of Public Cultural Serv-ices by Local Governments
The effective implementation and high-quality development of public cultural service standards at the local level cannot be achieved without the reasonable selection of policy tools by local governments.Based on the policy tool analysis framework,this paper analyzes the content analysis and tool coding of local government public cultural service standard texts,uses hierarchical clustering to obtain tool selection preference groups,and then analyzes the overall distribution and internal selection characteristics of policy tools;at the same time,it u-ses co-occurrence analysis to visualize the policy tool combination relationship within each group to reveal the core tools and combination structure of local governments;finally,it summarizes the current types of policy tools for local governments to standardize public cultural services,and propose strategies for optimizing policy tools for different types of local governments from four perspectives:"balance,adaptation,synergy,and development".8 figs.6 tabs.49 refs.
