非基本服务项目收费是推动公共图书馆社会化发展的重要举措.虽然公共图书馆非基本服务项目收费在我国有着强烈的现实需求和法律政策依据,但实践中面临着诸多困境,主要表现为:非基本服务项目收费的法律政策不够完善,收费行为影响基本服务项目的高质量供给,收费审批程序、定价和用途较为随意,容易形成"以文养文"的局面.解决之道包括:完善非基本服务项目的收费政策,加强政府的主体保障责任,规范收费审批程序、定价及用途.参考文献19.
Abstract
Charging for non-basic services is an important measure to promote the socialization of public librar-ies.Although there is a strong demand and legal policy basis for charging for non-basic services in China,there are still many dilemmas in practice,which are mainly manifested as follows:the law and policy of charging for non-basic services is not perfect,the charging behavior affects the high-quality supply of basic services,the ap-proval procedure,pricing and usage of charges are more arbitrary,and it is easy to form a situation of"paid services".The solutions include improving the policies on fees for non-basic services,strengthening the government's main responsibility for guaranteeing,and regulating the approval procedures,pricing,and usage of fees.19 refs.
