芬兰公共图书馆补助体系由图书馆资助制度、公共借阅权补偿制度和资料采购补助制度构成,贯穿文化艺术产品的生产传播全流程,既促进创作者的独立多元创造活动,又注重公众对多样文化与信息的平等获取.本文结合芬兰的文化政策与社会变迁历程,全面分析其公共图书馆补助体系的多维构成,并剖析该体系所具有的价值取向,包括"变"与"不变"的结合、平等与差异化的平衡、守正与创新的统一等,以期为我国公共图书馆更好地服务于文化艺术振兴提供启示.参考文献28.
Abstract
Finland's public library subsidy system consists of library funding system,public lending rights compensa-tion system,and materials acquisition subsidy system,which runs through the entire process of production and dis-semination of cultural and artistic products,ensuring the sustainability of independent creative activities of creators and equal access to diverse cultures and information for the public.This paper analyzes the multidimensional compo-sition of Finland's public library subsidy system in the light of its cultural policies and social changes,and analyzes the value orientation of the system,including the combination of"change"and"constancy",the balance of equality and differentiation,the unity of upholding fundamental principles and breaking new groud,etc.,with a view to providing inspiration for China's public libraries to better serve the revitalization of culture and art.28 refs.
