摘要
信息落差往往导致知识乃至财富上的差距,社会范围内的信息饥渴、信息焦虑问题的解决亟须深入推进国家层级上的信息公平和数字包容.文章以缓和公众信息获取的失衡为出发点,梳理国家宽带政策、公共图书馆和数字包容三者的内在联系,探讨公共图书馆在践行国家宽带政策和促进数字包容中的角色定位.结合美国公共图书馆融入国家宽带政策、开展数字包容服务的实践,以数字准备、数字就绪、数字参与三个环节分别呼应数字环境、数字能力和数字实践,构建数字生态系统运行架构,并基于此提出对我国公共图书馆参与建设数字生态系统的有益启示.图2.参考文献48.
Abstract
An information gap frequently leads to a knowledge and wealth gap.To solve the problem of informa-tion hunger and information anxiety in society,it is urgent to further promote information equity and digital in-clusion at the national level.Beginning with the imbalance in public information access,this paper summarizes the internal relationship among national broadband policy,public libraries,and digital inclusion to investigate the role of public libraries in implementing national broadband policy and promoting digital inclusion.By elabo-rating the cases of public libraries in the United States integrating into the national broadband policy and imple-menting digital inclusion services,the paper forms the operation framework of digital ecosystem from three as-pects of digital preparation,digital readiness and digital participation,echoes digital environment,digital capa-bility and digital practice in digital inclusion practice.On this basis,the paper summarizes the beneficial en-lightenment for Chinese public libraries engaging the construction of digital ecosystem.2 figs.48 refs.
