There are three implementation modes of public lending right:exclusive right mode,remuneration right mode and compensation mode.Currently,the compensation model is the mainstream choice.In the digital age,many countries have begun to explore the expansion of public lending right to digital reading.Australia,Canada,the United Kingdom and Denmark have established the digital lending compensation systems.The sys-tem is in line with the concept of maximizing the overall interests of society of utilitarianism.This paper summa-rizes the operating mechanism of digital lending compensation,which includes four aspects:scope of beneficia-ries,lending mode,remuneration payment and management system.China should introduce the digital lending compensation system,which is conducive to stimulating cultural innovation,promoting knowledge dissemination,and thus maximizing social benefits.32 refs.
