The ineffectiveness of the"hard law"provisions in the Public Library Law is not only due to the in-sufficient legal liability provisions,but also the lack of supervision and inspection related regulations.Supervi-sion and inspection is an independent stage in the administrative enforcement process that must exist inevitably.The absence of related regulations will lead to law enforcement officers being unwilling or unable to enforce the law,and is inconsistent with the common requirement of the basic principles of modern administrative law and rule of law in the constitution law,and leads to a logical disconnection in the overall structure of the Public Li-brary Law.Therefore,it is necessary to add a supervision and inspection system to the Public Library Law,speci-fying the entities,content,measures,and corresponding procedures for supervising and inspecting public librar-ies.35 refs.
