高质量发展背景下,政府主导、市场运作、社会参与的文化合作治理,已经成为乡村公共文化服务的有益探索.本文基于文献研究构建由共治环境、共治结构和共治过程组成的乡村公共文化服务多元共治的治理模型,并运用威海市文化公益创投项目案例对此模型进行阐释.协同化的共治环境、多向化的共治结构和整合化的共治过程,是威海市乡村公共文化服务多元共治实践取得优质成效的重要因素.补齐参与机制、强化支撑机制、健全助力机制和完善监管机制,是实现乡村公共文化服务多元共治的有效途径.图3.参考文献56.
Abstract
Under the background of high-quality development,cultural cooperative governance with government-led,market operation and social participation has become a useful exploration of rural public cultural services.Based on literature research,this paper constructs a multi-governance model of rural public cultural services composed of co-governance environment,co-governance structure and co-governance process,and uses the case of Weihai cultural venture philanthropy project to illustrate this model.Collaborative co-governance environment,multi-directional co-governance structure and integrated co-governance process are important factors for Weihai to achieve high-quality results in the multi-governance practice of rural public cultural services.Completing the participation mechanism,strengthening the support mechanism,improving the assistance mechanism and perfecting the supervision mechanism are the effective ways to realize the multi-governance of rural public cultural services.3 figs.56 refs.
