国家文化数字化战略既是国家文化强国的需要,也是信息环境复杂化的应对之策.它以文化生态和信息生态的双圈联动为逻辑基础,将文化生态治理和信息生态治理进行了关联部署.信息与文化本就有着天然的内在关联,数智时代,互联网信息生态更持续深入地影响文化生产、文化聚合、文化传播和文化吸收,甚至影响整个社会的文化心态,而文化生态也反哺信息生态.当前在互联网的商业逻辑作用下文化生态和信息生态的联动出现一系列困境,国家文化数字化战略则基于网、数、库搭建技术治理框架,联结文化专网和消费互联网建构双圈联动,并推进文化数据细颗粒化向文化主体赋能,进而实现对文化生态和信息生态的协同治理.图2.参考文献25.
Abstract
The national cultural digitization strategy is not only the need of national culture power,but also the solution to the complicated information environment.It takes the double-loop linkage of cultural ecology and information ecology as the logical basis,and connects the cultural ecological governance with information ecological governance.Information and culture have a natural internal relationship.In the age of digital intelligence,the Internet information ecology has a more continuous and profound impact on cultural production,cultural aggregation,cultural dissemination and cultural absorption,and even affects the cultural mentality of the whole society.Cultural ecology also feeds information ecology back.At present,a series of difficulties arise in the linkage between cultural ecology and information ecology under the influence of Internet commercial logic.The national cultural digitization strategy builds a technical governance framework based on the network,data and database,connects the cultural private network and the consumer Internet to construct a double-loop linkage,and empowers cultural subjects through the fine granulation of cultural data,so as to realize the collaborative governance of cultural ecology and information ecology.2 figs.25 refs.
