国际图联公共借阅权立场评析

摘要
国际图联多次发布关于公共借阅权的立场,主要涉及权利价值、引入标准、立法和补偿金制度等内容.根据国际图联的详细表述,其多为不赞成立场.但作为一种权利属性,公共借阅权的积极意义大于消极意义,是协调图书馆与知识产权利益的有效机制,应客观分析并借鉴相关建议,在立法框架下制定多维补偿金制度,逐步构建适合我国的公共借阅权制度.图1.参考文献36.
Abstract
IFLA has published its position mainly involving the value of rights,introduction standards,legislation and compensation system on Public Lending Rights(PLR)repeatedly.From it's analysis of detailed expression of PLR,most views are not in the favour position.However,as an attribute of right,the positive significance of PLR is more than the negative one,and it is an effective mechanism to coordinate the interests of library and intellectual property.It should analyze and draw relevant suggestions objectively,formulate the multi-dimensional compensation system under the legislative framework,and build the suitable PLR system for China gradually.1 fig.36 refs.
