Global Governance on Security Deficit and China's Commitment
With profound changes unseen in a century unfolding at an even faster pace and the global security deficit constantly growing,the world has entered a new period of turbulence and transformation.The global security deficit is manifested in the persistence of geopolitical divisions and military conflicts,the widening impact of the economic security deficit,the rising social security risks,and the overlapping of traditional and non-traditional security issues.Major reasons for the exacerbating global security deficit include the complexity of global security risks,the aggravation of global development imbalances,the absence of common security concepts,the immaturity of effective security arrangements,and the lack of security governance leadership.Given the increasingly intertwined,transnational,and diversified nature of global security issues,the global security deficit has become more complex and volatile in content,more extensive and diverse in domain,and more diffuse in terms of time and space.As a responsible major country,China has actively put forward new concepts,new initiatives,and new ideas of global security governance,and endeavored to provide more conceptual,institutional,and instrumental public goods,in a bid to make its contribution to addressing the global security deficit and enhancing world peace and security.
