Security Governance in the Horn of Africa and China's Initiative
The Horn of Africa is one of the most unstable and crisis-ridden regions in the world,facing various forms of intra-state and inter-state conflicts as well as international security threats for many years.Since the outbreak of the Red Sea crisis,the security challenges and risks in the Horn of Africa region have continued to intensify,further exposing the existing security issues in the region.Both at the international and regional levels,there is no shortage of governance measures to address the security dilemma in the Horn of Africa.However,the existing governance model has failed to identify the root causes of conflicts and ignored regional countries'demand for independent peacekeeping,thus unable to effectively address the security governance deficit in the region.Under the guidance of the Global Security Initiative,China's proposal of the Outlook on Peace and Development in the Horn of Africa responds to the needs of regional countries,helping them enhance self-protection capabilities to confront the security,development and governance challenges,and providing them with a path for the peaceful resolution of regional disputes,the realization of long-term security in the Horn of Africa,and the building of an all-weather China-Africa community with a shared future for the new era.
