The United Nations'Role in Global Artificial Intelligence Governance
In recent years,the United Nations has adhered to a people-oriented approach and the goal of sustainable development in leading the agenda of global governance on artificial intelligence(AI).By establishing specialized bodies and international forums and formulating a series of governance norms,it has become an important platform for promoting global AI governance.However,the emerging spillover risks due to existing international law lagging behind the AI development,along with the AI gap between countries,has limited the UN's progress.Additionally,competition among major powers has led to an increasingly fierce contest over the rules-making power in the UN's governance process.To address these challenges,the UN should further develop the coordinated governance model that includes multiple stakeholders,enhance the interoperability of different actors'AI governance frameworks,resolve the barriers to international cooperation in AI governance,increase the representation and voice of developing countries in this arena,and bridge the AI gap between nations.
